government audit and oversight committee today on monday october 29 here in the city and county of san francisco home of the world series champions giants. i am supervisor mark farrell. i am the chair of the committee and joined by supervisor chiu and will be joined by supervisor elsbernd. i want to thank the staff for covering today's meeting. madam clerk do we have any announcements? >> yes. please make sure to silent any electronic devices and items acted upon today will be on the agenda anyplace otherwise stated. q. can you do item one and two together please? >> item one is a hearing and resolution and "deja vu all over again: san francisco's technology needs a culture shock." >> thank you very much. president chiu. >> thank you mr. chair. i wanted to make a couple of introductory comments and thank you for taking part in this hearing and in particular i want to thank the civil grand jury report for looking at this topic. i decided to bring with me today these folders. these folders represent all of the documents i have been looking at in the last couple of years o
the city has not moved on it for six months i expect this to be. >> >> six years i expect the city to work on this and get it done in the next six months or six weeks. next is have a plan and budget and reviewed by coit and to the mayor's office and the board of supervisors. again what is fascinating about the answers and all of the agencies are across the map. some say yes. some say no. some say it's implemented. some say it's not. it will be implemented and always a cit budget but not decisions related to that budget. recommendation number six. subject to coit approval of the i kr.d t budget and staffing plans coit and the cio must monitor adherence to these plans and i think what i will say for this should be implemented within the next six months. one of the challenges we face challenges here at the board and coit and time lines and budgets keep slipping and it's important to have monitoring that continues. recommendation number seven. the cio position be elevated to this and there is significant split of opinion on what we should do. it's my perspective and having c
on these questions for a long time and probably city staffers watching this hearing not sharing their shoats and i am looking and the policy makers are looking to have an open dialogue with these moatings and what i find in coit meetings everyone agrees and projects take 15 years and millions of dollars over budget to get done and i am getting frankly frustrated and tired about that, so i encourage city staffers and others who have an opinion on this and feel free to raise them in coit meetings or contact my office and i am willing to have more private conversations and i think having an open dialogue how we strengthen our operations. how we can work better with the department of technology and all of these are important. just as the chairman described for this item we were asked by the civil grand jury to give our perspective on a variety of items and you asked us to comment on dozens and dozens of items, and i would suggest for the future if possible, and as someone who sits on the committee and goes through the findings and possible to streamline some of these and hit on some of the important on
the tremendous work that happens in the city and also to honor the individuals who are responsible for some of that success. congratulations to all of our honorees. we're very grateful for your work. let's give a hand for them. [applause] the good government awards also support spur's good government work. it is a central part of our mission. our agenda is admittedly ambitious. we analyze every local measure on the san francisco ballot, which until recently was a pretty formidable task. we participate in most of the major issues of city government from pension and payroll tax reform to some of the most important discussions on how we fund a lot of our public services, whether that finding different revenue streams for our parks, are trying to find new ways to fund public transportation in the city. we're very happy to be working with mayor lee and the board to address a lot of these issues. this will clearly be a busy year for us. another component of our work is connecting the city's robuspro o assistance with our many business partners. this is a core part of mfac original purpose in san

in this city. when it comes it recreating redevelopment, that's a fallacy. it's about recognizing that redevelopment allowed a certain portion of money to be used for redevelopment. it's not about recreating redevelopment, in fact that's a closed chapter in history. lastly the idea we are reducing the mixed income housing is also a sort of fallacy. there is a purpose to providing an incentive for developers to do what's called mixed income housing, providing some of their units are affordable to mixed income households. most developers do not do that and this is an incentive for them to do it. this is providing a set of programs that are funded providing all the way for folks who were formerly homeless to folks who are middle income to be and stay in san francisco. >> any final comments, starchild. >> it sounds like peter is saying on one hand, well, no, it won't subsidize middle income people then he's saying there is a range all the way from middle income people all the way up to -- he doesn't say what the top range is. there's a guy named jim reid who is a contractor here h
to the city, not the least of which is that it produces carbon free public power to the city of san francisco. one of my favorite lines mike just used is this measure is about consolidating from 8 reservoirs to 7. another way to say that is to say this is about draining one of them, the hetch hetchy valley. have other studies said this is feasible? sure, just like tearing down city hall or knocking down the golden gate bridge, that's possible but not feasible. we're not going to spend 3 billion dollars to tear down the hetch hetchy dam. let's not forget, we are also stewards for two dozen cities in the peninsula. over 2 million californians benefit from the foresight of our forefathers almost 100 years ago in building hetch hetchy. while the rest of the state is tying themselves up in knots trying to figure out where to get their water. not only did we have the type of water storage hetch hetchy provides, not only today but in the future, we are in a solid place. and to spend this kind of money, and let's just talk about the $8 million dollars, i think that's one thing we can agree on.
ask reduces traffic congestion in cities where we're deployed and save users money. the big difference with our program and other programs is the ability to do a one-way trip as was previously mentioned and it doesn't require an advance reservation and you have the vehicle for as long as you need it. and you can park the vehicle in any legal on-street parking place. doesn't have to be assigned. currently we object rate in san diego, washington, d.c., portland, austin, miami, and all of our users have the same experience. they find the cars on their app generally and they get the car for as long as they need it. in the cities that we operate, we define a home area as how the system works. this is just a picture of the d.c. home area on the left and a distribution of cars on the right. so, as you can see the cars are evenly distributed throughout the area and it's not because we put the cars there. it's because the members put them there. for san francisco, we envision a program where we would deploy up to 450 cars at least throughout the city and in the month before launch, we would pro

i opened it up to multiple operators and try to get to more of the city. and particularly, to really figure out how an areas that don't have the service already where we don't have that critical mass, how we can maybe get to more of a critical mass. and it may require more than just a single island of car-share vehicle out in the neighborhood otherwise that is under served. so, we want to advance this pilot to see where we can make a difference on outreach and to see what we can do to get the utilization and the number of unique users based on the experience we had dealing with parking enforcement challenges. one of the sites we had a bunch of construction work that really limited the utility of it. so, we want to advance the on-street pilot. on off-street, we've been working with the industry for awhile, but we haven't really formalized the processes for obtaining the spaces. so, we want to do that. * and we want to continue to see how we can continue some of these models, not just for car sharing. we recently partnered with scooter rental, electric skooters and providing them some
in the future in the city. thank you president chiu. >> thank you. i want to thank you for your work you have done at department of technology and tough economic times and the fact of the matter is your department has been subjected to the lion's share of budget cuts we were forced to do and not asking departments to make similar cuts in their it situation and i think that is part of the tension and why we shouldn't know been able to make headway. you allude to the fact until you get direction from the top about need of centralization you had to form partnerships and you as the head of department of technology can't tell other heads to cooperate and you have to work out and partnership. one of the things that i wished the grand jury spent more time on. this is the trend we're seeing in agencies and governments around the country. by in large most governments have a growing decentralization and we know we're not doing that for everything but there are functions that need to be decentralized and we know there are successes here in california and the state is expected to save $3 billion. denv
for supervisor to keep san francisco real. our city is a social, economic and political cross roads. in so many ways, the every-day people that keep this city special, the artists, the students, the young families, the seniors on fixed income, working people and every day people of all strides are having a harder and harder time surviving much less thriving in our city. one of the reasons is that our economic development policies are currently much too focused on the big business interest. we need to reorient our city's development policies to focus on the 80 percent of the economy which is our small businesses or mom and pop shops. san francisco needs to develop more affordable housing. the association of bay government says that they need 18,000 new units of housing and we are nowhere close to that. prop c, something that i encourage you to vote for, but let's go back to the ballot in the years to come and pass an affordable housing bond something that san francisco has not done in close to two decades. we need to improve our public schools in san francisco if we are going to be a family and

[applause] >> i graduated from the university of california berkeley with a degree in civil engineering. i started with the department of public works in 1984. in 2003, i was asked to come to san francisco public utilities commission to take the meat on the program. i'm responsible for all the large capital projects for water, waste water, and power. it's about $12 billion of capital projects. we have a lot of projects. our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us add
where we were as individuals with technology or as an organization with the city. when i joined the city we didn't have a plan or a governance structure or coit and sun shet and talking about creating this structure and we were struggling how much money were we spending on it in the city? when i came here there wasn't a report? and so it has been a long and complex journey, and i think it will continue in these hearings and going forward to be one of the challenges. i think we use technology on a daily basis and work and we are engaged and are we getting our money's worth and getting the service we want? and i wanted to revisit and my staff will tell you it's easy to hammer on the things not going well and i want to re-cap of the last five years and whether we're making progress in solving the problems and some of the projects are project related, operationally related and to your point president chiu and look back over the last four cio's and embedded in the organization and we need to talk about those in different conversations and i will be brief and i don't want this to

that it's extremely important that we provide car-sharing access in all parts of the city. and thankfully, particularly for those areas that are poorly served by other forms of transportation such as muni and taxicab service. and we do know that in some areas of the city, in particular districts 10 and 11, muni access is not as good as it is in other parts of the city, and cab access, taxicab access is at times [speaker not understood] nonexistent. so i think it is very important to provide this opportunity. but also backing up and look at this from a systemic perspective, i said this before and i'm going to keep saying it because i think it's true, that if we truly want to be a transit-first city, muni is never going to be enough. even if we had another $100 million a year to invest in making muni the kind of service that we all want it to be in terms of reliability and consistency, it would never meet all of the transportation needs of our citizens and our visitors. and if we truly want to see significant movement in terms of reducing the number of private car people make, in terms of g
